MEETING MINUTES
Meeting Date: December 17th, 2009

Minutes: Motion made to approve minutes as written, seconded and accepted
Treasurer's Report: Motion made to approve report as written,seconded and accepted
Committee Reports:
- Grievance Committee:
- Stewards are working hard
- fielding phone calls
- assisting in investigations/grievances (VA issues, hostile work environment, client incidents, work comp/holiday pay issues, scheduling issues, full time positions being replaced with ¾ positions, fmla/work accomodation issues)
- Safety Committee:
- METO: had nothing to report
- Next MSOCS in February
- Social Services Health Care Committee:
- Still collecting stories regarding how the budget cuts within Minnesota has affected thier families
- Correspondence:
- Fair share fee change notices
- MOU requests
- Co 5 E Board minutes 10/09
- Central Minnesota AFL-CIO Trades and Labor Assembly E Board minutes 10/09
- AFSCME Co 5 Per Capita Tax Units and PEOPLE Contribution reports

BA Report:
- Attended a staff exchange in Indianapolis where there were workshops held regarding direct action. More will be looked into what can be applied from this experience
- Was reported that Terryl Clark is interested in meeting with people from outside of the St. Cloud area to get a better understanding of what is going on within the DHS field
Old Business:
- Certtificates for former stewards/officers, motion made to table discussion until it can be looked into further, seconded and carried
- Discussion held regarding giving new employees key chains as a welcome gift. Paula to look into ordering more
New Business:
- Progressive Dues Meeting January 23rd at MOA Ramada. Per Diem for training. Sue will see who is able to attend and let those interested know if they can attend
- Grievances and Arbitration Appeals and E Board Recommendations:
- 09M1639014905 - Arbitration Review Board wants to mediate and or dismiss case. E Board recommends appealing case and to proceed with arbitraion. Motion made to accept E Board recommendation, seconded, carried
- 09M539014899 - Arbitration board wants to dismiss case. E Board recommends to concur with board and dismiss. Motion made to inquire if past practice argument can be made to appeal decision, if not, concur with decision to dismiss case. Motion made, seconded, carried
- 09M1639014901, 09M1639014714 proceed to arbitration
